The Eagles PP increased to Parliament a motion to request the National Government the implementation of 20 measures to support the tourism sector (19/02/2010)

The Municipal People's rise to the regular plenary session of February, which will be held on Tuesday, February 23 at 20:00 pm in the consistory aquiline, a motion to request the National Government the implementation of 20 measures to support the tourism sector.

The motion to be debated in plenary session by all political groups represented municipal, reads as follows:

The Spanish tourism industry, one of the main productive sectors of the national economy is experiencing the worst moment in its history.

For the first time in 13 years, since 1995, the Spanish tourism sector back on its contribution to GDP.

In 2008 tourism accounted for 10.5% of GDP, three points less than in 2007 (According to the Tourism Satellite Account in Spain, released by the National Statistics Institute-INE-).

Total expenditure of foreign tourists decreased by 6.7% in 2009 over the previous year, to 48.242 million euros, a year earlier, according to the Tourism Expenditure Survey (EGATUR) prepared by the Institute of Tourism Studies Ministry of Industry, Tourism and Trade.

The arrival of foreign tourists decreased by 8.7% in 2009 compared with 2008 (according to the Inbound Tourism Survey Frontera - Frontur-), with a loss of more than 5 million foreign tourists.

With a lower cost per visitor and a sharp decline as foreign tourist arrivals, GDP is expected to tourism, 2009 will fall significantly.

Spain has been ranked second in the global ranking prepared by the WTO by volume of international tourists since 2001.

Recently it has been disclosed by the United States and has gone to third.

France still holds the lead as the global tourism destination.

Job losses in the hospitality industry is getting worse.

During the year 2009 have been destroyed more than 400,000 jobs, 18% of employment in the sector (according to INE).

During the summer months has not reversed the intense and widespread drop in sales and results of the tourism sector, where a large number of companies have entered the border or red.

Competing countries of Spain in the Mediterranean in the sun and beach segment are Turkey, Tunisia and Morocco, with prices much more competitive than ours.

For this reason the Spanish businessmen are forced to lower prices to be competitive.

This means that in many Spanish companies profit margin is zero.

According to the employer's sector, the fall in prices affects 80.3% of tourism businesses, and intensified during the second half and placed over the Spanish economy suffered.

The Hotel Price Index (HPI) fell the summer quarter by 5.8%, the CPI for air transport by 1.3% and 2.0% package tour, most intense falls 1.1% that recorded the overall CPI in the same months.

For the present Government of Spain tourism is a priority: You are not considering the second industry of our country as a strategic sector of the first magnitude that requires a strong political push.

Quite the contrary, while in Europe the countries are opting to reduce VAT on services that affect tourism in Spain, Mr. Zapatero's government has approved to raise the VAT to tourism.

According to surveys conducted by Exceltur business confidence is the lowest of the decade with a negative feeling about 70%.

Given the serious crisis affecting the tourism sector, there is no delay in taking urgent and necessary measures to remedy the situation.

Therefore, it is submitted for consideration by the plenary to approve the following agreements:

First, urge the Government to:

Consider the tourism sector as a priority of the Government of the Nation, and there must be public policy of cross-cutting to improve the competitiveness of the tourism sector.

Apply super-reduced VAT rate (4%), in accordance with Community legislation, catering services, camping and spa, the restaurants and, in general, the provision of meals and drinks to consume on the spot, even if they are made prior request of the recipient, and the carriage of passengers and their luggage, to align its tax treatment of the main European competitors.

Rectify the tax increase to the current crisis.

Maintaining, from 1 July 2010 and in force indefinitely, the VAT taxation in force on 31 December 2009.

Reduce to 20%, permanently and without additional conditions, the tax rate on corporate income tax for SMEs, and extending from EUR 120,202.41 to 300,000 current maximum tax base that is taxed at the reduced rate , and expand as a firm of small size, in order to benefit from this special scheme, those whose net turnover is less than 12 million euros, instead of the 8 million required in the today.

Promote job creation and competitiveness of the Spanish production system permanently reducing colon the business contribution to Social Security.

Promote a climate of cost containment that directly affect the tourism industry, including energy costs, the communications and transport.

Reduce port and airport fees by 50% in all airports and ports in the State in order to make tourism more competitive in Spain.

Mitigate the effects of default allowing autonomous SMEs and non-taxable VA bills receivable, replacing the accrual basis for the cash.

Urgently adopt a Strategic Air connectivity, which ensures air communications within the Spanish territory and with the countries of origin of tourists and potential issuers thereof.

Give legal certainty to the maintenance of beach bars.

Establish a single window for payment of Intellectual Property Rights.

Encourage greater frequency of the Interministerial Commission to expedite cross-cutting actions are the responsibility of government.

Improve the performance of the Consulates of Spain in potential tourist source countries such as China, Russia and India to expedite the processing of tourist visas.

That within six months of the Spanish Presidency of the European Union the government should propose the following measures:

work towards the single European

support measures to expedite the visa waiver travel within the Schengen territory.

strengthen the European senior tour program.

Increase Renewal LCO-line in 1000 million Euros.

Increasing the amortization period of 15 to 20 years Renewal Plan.

Reload urgently Tourism Plan 2020 which has been completely phased out.

Promote coordination of the international promotion of Spanish tourism products to increase consumer confidence abroad.

Promoting a comprehensive conversion urgent considered mature destinations. "

Getting to work together the various administrations involved in tourism and business sector, with objectives and strategies.

Second, transfer of these agreements give the Prime Minister, the Deputy Prime, Minister of Industry, Tourism and Trade and the chairmen of the parliamentary groups in the Cortes.
