The PP increased to Parliament a motion to urge the Central Government to withdraw the tax increases scheduled for 2010 (26/10/2009)

The Municipal People in the City of Eagles rise to the regular plenary session in October, to be held tomorrow Tuesday at 20:00 pm in the consistory aquiline, a motion to urge the Central Government for the immediate withdrawal of the proposed tax increase in the General State Budget for 2010 to be unjust, antisocial, and that fall mainly on the middle class and workers.

The motion to be debated in plenary session by all political groups represented municipal, reads as follows:

The Draft Law on State Budget for 2010 approved by the Council of Ministers on 26 September, contains a series of measures which, if not modified, will increase the crisis that has led to the President of the Spanish Economy Government, José Luis Rodríguez Zapatero, and will involve the recognition of the failure of socialist policies when solutions to a crisis whose consequences around the world predicts that they will be worse in Spain than in other surrounding countries.

The Socialist government's only solution that occurs to him to alleviate the current serious situation is to raise taxes on the middle classes and workers.

The tax increase punishes saving and consumption

The proposed measures are basically eliminate the deduction of 400 € in the Income Tax (star promise that Zapatero attended the last General Election), increase the VAT reduced rate of 7% to 8% and two points from 16% to 18 %, and accompanied by cuts in investment (down the Ministries of Development and Environment) and policies of trade, tourism and SMEs, as well as in R + D + i.

Also increase the tax rate from the interests of capital.

Consumption and saving are two basic sources of progress and stability that no government wants to inspire trust and confidence in society, can be punished in this way.

The tax increase will fall on middle and working classes

The products will be increased in price by way of example, are: clothing, footwear, household appliances, electric bill, phone bill, car, housing, food, hotels, restaurants, ground transportation ... What shows that will be middle and working classes that will bear the consequences of this decision.

The tax increase is unjust, antisocial, causing more unemployment

The rise in taxes that this project aims to State Budget is also particularly unfair because it binds any Spanish but especially to those who have less.

It is also anti-social because it goes against the most disadvantaged, and that even increased social spending, which is reduced 1.2% stake in the PGE, from 52'8% to 51'6%.

And because it will lead to increased unemployment and the number of unemployed recognized in their own budgets (OECD estimated around 700,000 more unemployed).

Tax increase but there is no austerity

The Government intends to spend more money and get all the Spanish through the tax increase.

In the Draft National Budget for 2010 there is nothing of austerity: State spending goes up by almost 3,000 million more than the spending ceiling approved last June and have the highest offices of government with the history of democracy.

In 2009 the budget deficit and unemployment were those of 2010 will be of more deficits, more unemployment and more taxes.

When what is needed is an effort of austerity, the government intends to lie again to the Spanish with the idea that social spending is financed by raising taxes.

With this understanding of solidarity to others, the executive will lose a great opportunity to make some budgets to address the crisis, create jobs and build trust.

More taxes means less money for municipalities

Councils being the government closest to citizens, will have to face difficult social circumstances (these are the first to receive social unrest) and also will have to further strengthen its own forecast, due to the drastic reduction their collection motivated as much by the economic crisis, for the lack of support they will receive from the Government with the imminent reduction in state transfers.

If you keep the budget estimates of government, the unconditioned local funding will fall in 2010 17'8%, which is unapérdida of € 3.081 million in respect of 2009.

So much so the situation is still worrying that the very FEMP has just approved a motion to the Government demanding a timely negotiation of measures to be included in the PGE, 2010.

Therefore, it is submitted for consideration by the plenary to approve the following agreements:

FIRST .- To urge the Government to immediately withdraw the proposed tax increases in the General State Budget for 2010 to be unjust, antisocial, and that fall mainly on the middle class and workers.

SECOND .- Claiming the Government to address the requests of the FEMP and accept the proposed changes in PGE, 2010, among which is to maintain all budgetary items and concepts that have always been aimed at local authorities, without cuts or any suppression.

THIRD .- To transfer of these agreements to the Prime Minister, the vice presidents of Government and the chairmen of the parliamentary groups in the Cortes.
