Ciudadanos Águilas proposes a shock plan to counteract the effects of Covid-19 on the local economy (30/03/2020)

The municipal group of Citizens in Eagles has today proposed a series of measures to counter the effects on the local economy and municipal finances of the Covid-19 health crisis.

"After 16 days, it is clear that the measures adopted so far by the government team are more than insufficient, so it is necessary and urgent to design an objective and serious economic and financial plan that is immediately applicable and agreed by all political parties, which also addresses the day after the confinement and recovery of our economy, "said the orange spokesperson, Donosa Bustamante.

The main measure that this plan should include would be the exemption, bonus and reduction of municipal taxes, starting up the deferment or fractionation of them until December, in addition to applying bonuses to the Real Estate Tax (IBI), the water rate and garbage, fords or the Tax on Mechanical Traction Vehicles during the State of Alarm period.

Bustamante also considers it a priority that the local administration "prioritize the payment to suppliers and entrepreneurs in order to provide them with liquidity, as well as streamline bureaucratic procedures for files and licenses in order to reactivate the economy in the shortest possible time."

In financial matters, the main measure proposed by Ciudadanos is the reduction of the salaries of the Corporation's councilors, including those not released, “because we understand that the institution cannot be a burden for citizens who are the ones who contribute to the maintenance of the administration".

This reduction in salaries would have as a limit the amount that they received prior to occupying their position or public and would extend from the beginning of the State of Alarm until December 31, 2021. Likewise, the non-liberated would see their emoluments suppressed for attending sessions of collegiate bodies such as Plenaries, Government Boards, Information Commissions, and Boards of Spokespersons for the same term.

Bustamante believes that "external financing should be considered if necessary to be able to apply the measures."

"This Economic and Financial Plan must mitigate the devastating effects of the crisis on our economy, especially in the most vulnerable sectors of our municipality, such as the hotel, restaurant, small merchants, fishermen and self-employed in general, as well as the rest of salaried families ”, added the mayor, who considers it“ a priority ”to reduce tax burdens on these sectors,“ so that they at least maintain their jobs and those of their employees and are in a position to reactivate the economy and employment in the city once the current crisis situation ends. ”

MEASURES of urgent application:

Proceed immediately and without delay, to the payment of pending invoices to suppliers and contractors.

Reduction of salaries of released councilors and mayoress, with the limit or floor of the amount they received in their job or exercise of their profession, prior to holding public office.

From the beginning of the Alarm State until December 31, 2021.

Suppression of emoluments received by councilors not released for their attendance at sessions of Collegiate Bodies, such as Plenary Sessions, Government Boards, Information Committees, and Boards of Spokespersons.

From the Alarm State until December 2021.

Part of the budget earmarked for social aid will go to those families who prove that they have lost their jobs.

Immediate granting of Administrative Licenses (maximum period of 15 days from the end of the Alarm State), which are in process or are requested on these days, such as Works, Services, Opening of activity, etc., if necessary, will proceed from immediately to the hiring of eventual personnel necessary to achieve this end.

Exemption or compensation of quotas or sports or other types of municipal competition, during the duration of the State of Alarm or until its effective reopening (measure already agreed by the Mayor).

Reduction of half of the budget or items destined to each one of the Councilors, for which the corresponding monetary amount will be released.

Deferral and / or in its case fractionation of all municipal taxes until December 2020.

General reduction of the rate of water and garbage (agreed by the Mayor's Office), fords, Tax on Mechanical Traction Vehicles during the State of Alarm period.

IBI bonus, during the Alarm Period for real estate in which companies and self-employed people carry out their business or professional activity.

Said bonus or exemption will be extended for the rest of the financial year 2020 for all the self-employed, small businesses, hotels-restaurants.

Exemption from payment of Tax for occupation of public space of terraces of bars and restaurants for the entire year of 2020.

Request for external financing if necessary, in order to apply the requested measures.

In this way, meet the objectives pursued, all without prejudice to the fact that by the municipal government team the percentages and terms in the reductions, exemptions and bonuses requested are expanded, as they are considered insufficient to alleviate the economic debacle of the citizens of our town.
