The Councilman of the Popular Municipal Group, Francisco J. Clemente, has presented to the ordinary Plenary of November a proposal to call the Government of Pedro Sanchez to "guarantee and expand the educational freedoms enshrined in the Constitution."
Clemente explains that the Spanish Constitution of 1978 simultaneously includes the right to freedom of education and the right to education as subjective public rights, with a clear objective of reconciling the constitutional principles of freedom and equality, in this sense, article 27.1 of The Magna Carta establishes as a fundamental precept that "everyone has the right to education, the freedom to teach is recognized".
The mayor Popular has remarked, in this regard, that the Supreme Court has reiterated that for the exercise of the rights sanctioned in Article 27 relating to freedom of education, the State must finance public funds to schools other than public schools .
And that, through this article 27, the right of families to the real choice of a teaching center is guaranteed, without this choice being limited or limited by economic conditions.
For this reason the figure of the educational concert was established, by virtue of which and by means of the financing with public funds of the private centers that meet the requirements indicated in the law, families can choose not only between the different public centers, but also between centers of social initiative other than those promoted by public authorities.
For all these reasons, from the Popular Party we propose to the House the firm agreement of the City Council to urge the Government to guarantee and expand the educational freedoms enshrined in our Constitution, through a harmonious development of the right to education and freedom of education, guaranteeing the right of the parents to choose the type of education and the educational center where to school their children.
