The Eagles PP raise a motion in Parliament on Financing Local (20/05/2010)

The Municipal People's rise to the regular plenary session of May, which will be held on Tuesday, May 25th at 20:00 pm in the consistory aquiline, a motion to express support for the initiative approved by the House of Congress of Representatives, dated April 13, 2010, which urged the Government to submit to the House, before the end of the current session, the draft of the new Law on Local Finance in conjunction with the new Draft Basic Law of Government and Local Government, and should include a financial report to the latter Act

The motion to be debated in plenary session by all political groups represented municipal, reads as follows:

On day 13 April 2010 was approved by the Congress of Deputies, with the support of the majority of the Board, a motion due to an urgent interpellation by the Popular Parliamentary Group to the Second Vice President of Government on reform Local Government and its new funding model.

The Small Business Act of People's Party urges the Government to submit to Congress before the end of the current session, the draft of the new Law on Local Finance in conjunction with the new Draft Basic Law of Government and Local Government, and to incorporate a financial report to the latter Act

Also at the Executive Committee of the Spanish Federation of Municipalities and Provinces, held last April 6, 2010, unanimously agreed to demand the parliamentary process and approval in 2010 of new laws on local government and finance, so they can enter into force on January 1, 2011.

The reform of local government funding and is pending since November 2004 the Spanish Federation of Municipalities and Provinces approve the Charter of Vitoria, to mark the 25th anniversary of the Democratic Councils, demanding "a new Statute of Government Local ", within the principles of local autonomy contained in the European Charter of Local Autonomy, which include, among other matters, the" own area of competence of the communes, provinces and islands and their connection to the "appropriate means to exercise" .

This contained a common denominator, the urgent need to develop and adopt a new law on Local Government, the adequacy of funding in accordance with the powers assumed and the need for new funding model for local authorities to make urgently and simultaneously the Autonomous Communities.

Not only was carried out by the local finance reform with the state, but, despite that it is in effect financing the new model of the Autonomous Communities, the Government continues to delay.

This decision of the Executive is absolutely unfair and seriously endangers the ability of the municipal financing and provision of essential public services demanded by citizens.

The local farms are to be seriously affected by the impact of economic crisis in the evolution of the collection and increased costs associated with the operation of the welfare state in times of crisis.

In 2010, the Local Authorities will have less funding from the State of at least 3,000 million euros, following the spectacular collapse of the collection in 2008.

Also, according to the Ministry of Economy and Finance of Local Authorities must return the state approximately 1,500 million euros in negative assessments of the budget of 2008, having received top scores deliveries that supposedly they are entitled under effective recovery.

The financial difficulties of municipalities affect the rest of the economy, and especially affects the self-employed and small and medium entrepreneurs.

Keep in mind that the debt of local corporations with credit institutions rose for the third quarter of 2009 to 34,594,000 euros.

This debt acknowledged by the local Governments and computed by the Bank of Spain, should include the nearly 35,000 million euros, according to estimates, maintain the local Governments with their suppliers.

So, and the serious situation they are facing local governments, the executive needs to meet its commitments and attend the Congress of Deputies, before the end of the current session, government reform local and new funding model.

Therefore, the Municipal People's Party submitted for consideration by the plenary to approve the following agreements:

FIRST .- To express its support for the initiative approved by the full House of Representatives, dated April 13, 2010, which urged the Government to submit to the House, before the end of the current session the proposed new Local Finance Law in conjunction with the new Draft Basic Law of Government and Local Government as well as incorporating a financial report to the latter Act

SECOND .- To transfer this agreement to the Prime Minister, the Second Vice-President and Minister of Economy, Third Vice-President and Minister for Regional Policy, and the Speakers of Parliament of the Parliament.
